Inter is not a second tier team. Just look at the players they have and are on verge of signing. They are well placed to be the best team in Italy for the foreseeable future.

Why I smell a big power play by him
One thing that I'm curious about is how Messi can play in a system in other top teams or CL group stage teams (City, PSG, Man U, Inter, Napoli, etc.). These teams have basically all adapted to the modern game (pressing, physicality, no one player walking around). Could these teams offer Messi the luxury of walking around and running only when he wants to/feels like he needs to?
I would say City is the only team that can offer him that luxury simply due to the Pep-Messi connection. Also their board loves and is obsessed with him. Pep could make the rest of the 9 players run like hounds just so Messi can play sort of like he does here. Let's be honest, he will not be an RW ever again.
If he has to leave, I hope it’s for Bayern or PSG. Great places to live with a family with the league trophy pretty much guaranteed every season while having a great chance at the CL. He deserves all the best after these shitty years.
If it is a power play don’t blame him either, after 4/5 humiliations in CL Barto is still around, just sacks everyone around him to save face. Barto needs to resign tomorrow.
