I am no lawyer, and of course, don't know what is written in Messi's contract, but in all commercial contracts I've signed, you have an obligation to inform the other party ASAP when such circumstances appear. Did Messi inform there is a virus preventing his exit from the club?

Nothing stopped him from informing the club that he wanted to leave in April/May.
Okay...so if Jorge Messi is negotiating his exit and no agreement is reached, then he is still a Barca player.
City will have to pay up the goods.
Or they'll take it to the courts. But most likely they'll reach an agreement on a set fee with Man City, which suits all parties.
