I mean if now he stays here another year he will have seen his 21st birthday here and his 23rd birthday sitting on the bench getting no minutes. At 22,23,24 these are key years you develop yourself and get used to starting and in the professional game, he is using it to warm Barca's bench up. Well, yes Koeman can make the wrong decision, but also Puig should recognise that he won't change his mind and it's better to go and vindicate himself elsewhere and show that actually he is good enough for Barca, and will have a case to play when he returns.
