Tapping up is against the rules set by FIFA, but every club does it. However I haven't seen many clubs do what we did by publicly announcing our interest in a certain player, and make it out like he want to join us too like we've spoken to him.
Did so with Thiago Silva and again with Verratti.
It's not exactly the smartest thing to do and other clubs detest it.
There's a reason why every director, manager always remember to add this part when they speak about a player 'but he's a player of another team so I cannot talk about that'.
They can say 'he's a great player who would add something to every team, but he's a member of said team so I would rather not talk about it/there's nothing I can say'.
