I too assume this. The second meeting with the delegation it was agreed then the presidents met to finalize. Right now PSG is looking to replace with Dybala and Barca has to get the PR ready, kits ready, and the Nike video. It is theorized the deal is part of a smokescreen as PSG and Barca agreed to make it look like the deal was off so PSG can better negotiate for players to replace Neymar without paying excessive transfer fees
