Because opponents fans don't like him for being too good and his perceived personality.
People don't like PSG and their players usually because they are jealous. Neymar is the shining incarnation of what they dislike about PSG : rich, star, hugely technical and showboating. Fans in France will tell you they like Cavani because he is more limited technically, but seems to make up for it by being an hardworker and still delivering in goals total.
But they are being hypocritical because they jump on whatever occasion they have to get his shirt or any interaction with him.
I guess it is the same feeling with people slating celebrities but happy when they can get around their circle.
It has nothing to do with his being rich and talented. It is because he is an entitled, arrogant little prick.

It is a paradox because professional footballers are all rich but Neymar is the epitome of rich, celebrity, star footballer.
It is crazy how much people like Cavani because he often shows he is down to earth when not playing : he often takes bus rides when in Uruguay and do fishing and hunting with no luxury things. People see him and other lower profile footballer as "normal".
See how fast opinion changes about players when they link them with money : Neymar is shit because he chose money to go to PSG, Mbappé is shit becasue he chose money to go to PSG, etc.
Whereas, if you are serious, all those footballers are on crazy wages, even the lower profiles.
The fact he is also insanely talented and is showing it on the pitch makes him even less likable, because who likes someone that humiliates you on the pitch. It is kinda funny that Neymar is disliked for doing something allowed and should be praised in football : showing your technical ability. However, the guy that will make cynical fouls on him will be seen as normal or even be praised.
Neymar has gotten worse as a player and very injury prone. I rather stick Coutinho in the wings for another year than beg that incest loving diver to come back.
As an Englishman I live very close to France and understand and enjoy French culture a lot. Are you aware that Neymar is also hated in Spain and England? In the UK his behaviour is regarded as pathetic and embarrassing. Therefore it is not just French culture, but a more universal perception.

Neymar is hated in England for the whole (WC) diving antics. In Spain, i guess he was well loved by Barca fans before his tumultuous departure. And Real Madrid fans wouldn't like him, so i see it as normal.
In France, if you watch the games, you'll see Neymar is not diving more than any other player while being fouled a lot more than anyone. The Angers coach said Neymar is a wonderful player and he doesn't understand why he got whistled by the fans. The fans on internet said they booed him because he was taking too much time to leave the pitch when being subsituted and it is also normal for them to boo the best player of their opponent.
I'm french and i know french culture. I guess you are familiar with Poulidor "syndrome". French like the guy that is good, hardworking, kinda underdog. Neymar is the opposite of that, he is the guy they want to see fail. And PSG is the club they want to see fail as well. Even the owners were displeased by the way PSG is constantly criticized in France.
Be honest : why would Angers fans have any reason to boo Neymar that game. He was the best player on the pitch, he even did fancy tricks (and they fill up the stadium when PSG comes for that entertainment). There is no reason bar the fact they don't like him for what he represents instead of what he actually does on the pitch.
I'm sure that most fans accept, as I do, that he is one of the best forwards in the world. But there is a respectful way to conduct yourself on and off the pitch that can influence and determine your public image.
Do you remember the balancing of his boot on his head after scoring? This is an example of disrespect to your opponents. He isn't happy enough to let his ability show his superiority, he has to rub it in their faces. His antics such as abusing fans, behaving like a spoilt brat on social media when things don't go for him, and the way he cultivates a 'party boy' image serve to further besmirch his reputation.
I appreciate the aspect of French culture that you identified in relation to Neymar, but I believe his bad image goes deeper and crosses many boarders and territories.
Neymar didn't have a bad image at Barca.
He got a mercenary image when leaving the catalan club. And the World Cup just gave him a diving reputation even for the casual football watchers.
Since they don't watch PSG and L1 either, those traits are the only one being associated to him.
Like the whole sister/brother thingy. People are even insinuated he actually broke his foot just to attend his sister birthday (while he was in Paris at this period of the year in 2019).
The only redeeming factor he can have is either leaving PSG for a "respected club" that is watched regularly by many or win everything with PSG.
Couldn't have said it better. And his behavior must improve. It is getting worse. Punching fans is a new career low for him.
