Not really. What people are ignoring (because they don't know the football system in Brazil) is that his goal ratio is heavily distorted because of the Paulista. The Paulista is a state championship where teams of Sao Paulo are competing against each other, including 3th and 4th division teams. Barcelona would win every game with double digits against those teams and Messi would score 5+ goals every game (it's also how Pelé basically reached his 1000+ goals, playing against utter crap in state championships). Neymar has a goal ratio of 0.7 per game in that competition. In the usual Brazilian league however it's 0.5. In the Copa Libertadores it's also 0.5. Which is good but not OMGWTFLULZ-impressive at all. A player like Reus would probably reach the same numbers with ease in Brazil and Reus cost € 17 million. Not € 60 million. In fact Neymar's numbers are only slightly above Robinho level. Robinho at age 20 had 46 goals in 111 league games = 0.41 goals per game. Let's not even start the comparisons with Messi. Messi was playing against Manchester United, Chelsea, Real Madrid and other La Liga teams which weren't as unbalanced as nowadays (Valencia finished 1 point below Real Madrid in 2006, Sevilla finished 5 points behind Barcelona in 2007, when Messi scored THAT goal against Getafe, Getafe conceded the least amount of goals in La Liga that season). Neymar is playing against Mogi Mirim.
Which of course doesn't mean that Neymar can't still become a world class forward. Not sure if Barcelona should pay € 92840285 million (or whatever he'll cost) to find out though.
