By smart do you mean that they wear nice suits and ties?

I mean intelligent people. Do you think our entire administration from our scouts to the money guys are knuckleheads? They are running a business worth billions of euros.

Scouts don't make any decisions.

There are currently four people who do.

Robert Fernandez, Pep Segura, Albert Soler and Josep Maria Bartomeu.

Albert Soler and Bartomeu have personal businesses so they are not total idiots, but that doesn't mean they know much about football.

Robert and Segura should know better, but they could simply be incompetent too or make some really bad decisions at times. This might be a really bad decision. Perhaps even the worst transfer of the summer from all of the big leagues.

Of course these are smart people. And smart people would consult with the best experts in finding the best players for us.

The biggest decision makers on the transfer side has been managers at the time.

If Valverde want Paulinho he's obviously not aware of the market and other players available.

But that doesn't mean those four should grant him everything he want.

I agree but going by the way transfers have been done in past Valverde most likely does want any player Barca are going for.

In the past Lucho should have been told Kroos was arriving and that was it.

Thats impossible. Its impossible to run such a huge enterprise while being stupid. What are our scouts doing? They get hired to do a job. So they find Paulinho? It just doesnt make any sense.

well, the definition of stupid isn't the classical one here. Its relatively to ability run a huge enterprise, a football club in particular relative to what others at same position. btw a guy who is geniusly running some other business can still be a stupid at running a football club.

Scouts are just there to watch players and present information to the likes of Robert etc. It's Robert's and Segura's job to look at our current squad options and see if Paulinho would add anything to the team and to work with Valverde as well on what needs improvement.

Robert and the rest of the Sporting Department are making a big mistake in thinking Paulinho is somehow going to solve our problems in the Midfield. It's pure lunacy that we are considering Paulinho to fill the gap in the Midfield we have been missing.

This is a High risk-no reward deal. if he fails we are stuck with him.

Maybe he won't be signed after all.

Because the Chinese wont sell. But that doesnt mean we werent interested in him. And that is really, really worrying. It shows a type of incompetence that is hard to believe is real. Especially after Arda, Verma and the rest of the epic failures on fat contracts.

Obviously it falls on them. Every signing ultimately is judged on the board that signed them probably more than the manager who wanted them but going by past it is unlikely any player comes that manager doesnt want.
