With their current ability, probably not, but if they keep developing as they are now they could certainly be a serious threat, something like

With Barkley, Lallana, Baines, Berahino, Wilshere, Welbeck, Chambers and Gibbs all getting looks in as well, there's no world class players but there's a lot of great ones, no real weak spot in the team. I definitely think tactics are holding England back more than their squad
