This pretty much epitomises the absurdity of football and the enormous impact of chance.

Neuer got lucky, and most people will forget all about this - If they even hear about it in the first place - within a few weeks, and he will still reign supreme as some sort of footballing deity. Ter Stegen makes the exact same error or misjudged choice, and the opponent gets lucky and scores. In turn it gets blown up in the media and will most likely go on to haunt him for years to come.

This just in: Wolfsburg almost pulled a Florenzi against Neuer.

I don't think the two are the same though. People criticized Ter Stegen for his inactivity/lack of action in the Florenzi goal while in Neuer's case he made the huge gamble of coming out that far and get beaten by the opposing player, which almost resulted in a goal.

This was an inaccurate narrative. MAtS went for the ball and only stopped when the ball was sailing over him. Everything gets questioned and scrutinized with him, even to the point of hypotheticals and false beliefs/narratives.

Stop with the Florenzi goal. It was a once in a lifetime shot and no fucking mistake by the goalkeeper.

Rather compare Neuer's mistake today with ter Stegen's against Bilbao. Both leave the net empty to make an unnecessary pass/tackling whatever and get caught. Neuer was lucky though and Guilavogui only hit the post.
