Given how they've done the past seasons I'd agree with you, but I don't know about this year, they actually seem really solid at the back - still haven't conceded a goal in the PL and aren't playing their stupid 4-4-2 anymore. They seem a lot more threatening than before.

Maybe they actually might pose a challenge this year, but i doubt it. At least no 4-4-2 with Yaya in a duo is a significant improvement already.

The EPL is a weak league though. Hard to judge teams. The best indicator is how poor all English teams have been in the CL over the last few years. City are the best in the league and every CL performance they have looked average.
