If TM is correct they've already spent almost 100M this season. Some players like El Shaarawy, Salah and Džeko did already play for them last season on loan and now they've executed their obligative buy options. So I think it's possible they'll pay 8-10M for Vermaelen next year.
They are actually one of the biggest spenders so far almost reaching 100M.They got some Money back with Pjanic and other not so important players but it still surprised me.
I know that, but Džeko, Salah and Sharaarawy are more or less "star" players for them.
They (except Džeko, with whom they are not pleased at all) are younger players.
I have been reading some of Roma's forums/groups on Facebook, since one of my old friends is a huge fan of Roma and he comments on their transfer activity (on Facebook) every day, so news about Roma and his comments (and from other guys from that group) pop up on my news feed every day.
Roma's fans were whining that Juve is buying Pjanic, Higuain, Dani Alves and Pjaca, while they are buying 100s of players through those loans.
Majority of players are of a horrible quality, plus fans are questioning who will pay all those wages for all those loaned players, plus, who will pay all these possible loan-plus-a possible transfer deals in the future.
Roma's fans claim that their club is in a horrible financial state and that they don't have money at all.
Plus, that a lot of these loan plus a possible deal transfers could kill them for the upcoming 20 years.
About Vermaelen, I have read there that their fans said that he is too old, a Barca's reject, injury prone players and too expensive to keep him for more than one season.
When you sum all of these, what their fans say, I had an impression that we will surely send him on loan (since Roma doesn't have money), which happened.

These clauses were activated on 1 October 2015, making Džeko a permanent member of Roma.
2. On 26 January 2016, El Shaarawy joined Roma on a loan deal until 30 June 2016, for a fee of €1.4 million. The agreement includes an option to make the deal permanent, for a fee of €13 million, before the beginning of the 2016–17 season
On 21 June 2016, Roma opted to buy out El Shaarawy's loan from Milan for the €13 million, keeping him at the club until 2020.
3. On 6 August 2015, Salah joined Roma on a season-long loan for €5 million; with the option to make the deal permanent. So, these Roma's deals are either:
1) Roma decides at the end of the season whether to buy a player (Shaarawy and Salah)
2) players need to play a certain amount of matches (or score a certain amount of goals) and a buy deal is an automatic

** I have checked that Roma's sight on Facebook now, their administrators say that it is a loan deal (2M per year) plus an OPTION to buy him for 8M in the next summer.
