Fifa will have to approve it because they have no reason why they wouldn't. If it's legal for RFEF it means it's legal for FIFA as well, because RFEF is an affiliated member. If FIFA accepts RFEF as a member, it accepts it's regulations as well. If there's a conflict between the statutes, than FIFA has the right to ask for modifications, because it is the higher body. Since they didn't so far, it can only mean RFEF's rules are recognized as valid.

It's the other way around though: As I've written somewhere before, Art. 124 III of the RFEF Reglamento General is not in compliance with the wording (nor the rulemaker's intention) of Art. 6 RSTP. And not only is their no enabling provision for domestic associations to modify the rules laid out in Art. 6, but Art. 1 par 3a of the RSTP explicitly states that the provisions of Art. 6 (among other articles) are binding at national level and must be included without modification in the association’s regulations. Art. 124 III RFEF RG obviously modifies Art. 6 RSTP, and is therefore in all likeliness void. Even if it's not void, but merely unlawful and therefore has to be formally abolished first, application of this rule is still barred and under penalty of law.

FIFA, if they're inclined to do so, can now proceed to threaten RFEF with sanctions in case the RFEF proceed with the registration of Arda, in which case RFEF will simply refuse to go on with the registration because of legal uncertainty.

Unless FIFA have a sudden change of mind concerning their own rules, show a tremendoes sign of goodwill or are simply too busy with their own affairs at the moment and just wave the registration through, Barca's demand is against long odds.

These rules were in place and used before. Even now when Barca wants to register Arda, they are still in place. You can't just change laws as you go along for someone you don't like. If they were against FIFA laws they should have been changed beforehand not when someone demands the (legal) right to invoke them. I don't think FIFA stands a chance at CAS if they pressure the RFEF to deny Barca from registering Arda

If we can get this guy into the team early and he adapts fast he will make a MASSIVE difference. He can provide that intensity and spark of magic we're lacking.

While I do Believe Oliver will eventually come through for them. No Doubt Arda was one of their Key players for a good number of years, He added a lot of Technical skill and Fight in their Midfield.

Some of the Reasons why I'm so excited to see him play for us.
