Arthur is not as promising as first appeared. Showed overtime he was immature off pitch, unfit on it and fairly one dimensional.

For me it's less about selling Arthur and more about the club being dumb and desperate enough to get Pjanic in return just to "balance" the books they fuck up further and further with every new 100M flop. Your comparison fails because Ter Stegen has proven himself as one of the best GKs in the world.
