He is type of the player we need, someone who is good getting the ball between lines, who can assist or score...If he is still captain at Man City and regular starter he can help us for sure.

Not a player for the future definitely, but a quality stop-gap for a couple of years.
The team is dire offensively when Pedri and Dembele are out.
He can sub Pedri and play alongside him in the box formation.

Gundogan will replace Gavi, they will not play both, unless Xavi benchs Busqets.

Cancelo on loan would improve our squad massively.

But yes, core of the team will be the same, if we can get Cancelo on loan and Gundogan instead of Gavi everything else is same.

Good think would be to sign Felix on loan so he can play as left interior and Balde aying wide would make our team much stronger.

We don't have winger so we need Wirtz or Felix type of player, who can score, assists and be great with getting the ball between few players.

We have Gavi currently, who is everything opposite of traits needed for this position.

Maybe sell Raphinha who still has value (unlike Ansu and Ferran) would allow us to bring Gundogan, return of Abde and possibly Marcus Thuram (although I guess he'll go elsewhere).
