I thought the plan was to replace him with Nolito, whom in my opinion, is better suited to what Lucho wants out of a forward than Pedro?

I wouldn't say no to Cuadrado but it's important that whomever we sign will need to be content with not starting every match and that's why I think our best bet truly is Nolito.

We can do better than Nolito though, with all due respect to him.
