Every team will do what it can to make itself better. It's not any fault of Bayern's that their domestic rivals aren't up to scratch.
To simplify things, I'll resume it to one phrase: Bundesliga is the only serious league in which there is only one truly big club.
The narrative that Bayern wants to destroy its domestic rivals is silly and childish. If they wanted to do so, why would they have bailed out Dortmund a few years back with an interest free loan?
