That's exactly the point. If he was to improve, he'd be too good to have around as a backup for a player like Neymar, who is likely to play most games. You need to have players whose level makes them adequate to be squad players and nothing more. And on another note, I don't really see the problem in playing Tello against weaker opponents. He hasn't been that bad. Besides, he's only 1/3 of the attacking trio.
