I mean it might not be a bad thing as we would be forced to sell him in the winter market.

No. Because he was injured in April.

There is an expiration date to the exception and we are 3 months late to it.

Some ligaments when damaged returned to their normal state, other ligaments don't, like ACL.

Could be that one of his ligaments are elongated and won't retract into normal state. Now you could technically play with a damaged ligament if the surrounding muscles are strong enough to carry the burden of the ligament, that's probably what Frenkie is aiming for with conservative treatment. If he opts for surgery the ligament will be replaced and will be a bit tighter than it was before to provide a bit more stability. That's why ACL patients have a slightly stiffer knee joint, and in the case of Frenkie he'd have a slightly stiffer ankle. Some could be troubled by that but most won't.
