Alba's deal is being held up because Alba wanted a big wage increase and Barto admitted he wants Alba to retire here but Alba needed to be more realistic with his requested wages. Right now Alba has a bigger case of being renewed by a good distance over Rakitic as he's our only top class LB we have.

With Rakitic we already have a couple of promising Midfielders in the squad such as Arthur and Alena and we paid 75 Million for Frenkie to come in the summer. Which makes it much easier to just be content with what's going on with Rakitic.
