Any club can bid any time they want to and if City had made a big bid it starts the discussion at Barca side with media/fans etc on what is best move for club.

I doubt Suarez gives a fuck. He's on 350k a week, playing in one of the biggest teams in the world, playing alongside Messi..... he's also living in a warm country.

He knows his career is coming to an end, so he'd rather just end it in Barcelona whilst getting paid a big salary to boot.
