I trust Lucho to make the right decisions on Bartra. We should know his role on the team by December.

Pique and Mathieu are our 1st and 2nd choice currently, it seems.
Vermaelen and Mascherano are behind them.
Bartra is behind them.
Bartra is a squad player currently.
If he will perform well when he will play in upcoming Seasons, he will become a 1st, 2nd or 3rd choice in 2-3-4 Seasons when Mathieu will be gone, and when Masch won't be a priority anymore.
He will be 25-26-27 then and he will still have 7-8 Seasons on top level infront of him, if he will "deserve" his chance.
Bartra fans don't need to panic. He is "only" 23 years old.
Currently he is only a squad/rotation player.
And the next 2-3 Seasons will decide whether he will become a starter one day or he will forever be just a back up.
He doesn't have to be a starter today, it is not the end of the world.
Coaches think that he is not good enough yet to be a starter, but that he still has a lot of potential.
He will get chances and minutes in upcoming Season and the time will tell what will happen with his status in Barca.
His situation is ok, he gets a lot of chances.
Montoya's chances in Barca are, on the other hand, much weaker. The coaches seem to have much less faith in him.

I'll wait and see how Bartra and Montoya are treated and how they perform if given the opportunity this season as Lucho is supposed to give players chance irrespective of the big name status. But if the situation doesn't change then I won't be surprised if we stop getting defensive talents in masia and the existing talented defenders in masia are hijacked by teams like Arsenal etc.

This could be his breakout year, who knows.
He could have had a breakout year last season if Tata wasn't allergic to U23 players.

Eh, to be more accurate, Tata is the coach who wasn't stupid enough to play Song and Adriano and Busquets as CB instead of Bartra, but I don't know when it'll be safe to mention the numerous negatives to Tito's time as manager, so I try to stay away from that.
As I (Accurately) predicted last week, Bartra stays on the bench in favor of Pique, who despite being in such horrible form that VdB lied about him being injured, still somehow remains above Bartra in the pecking order.

And somehow he not being chosen ahead of Pique is on Lucho, and not Bartra? I love Marc, but this is just a bad excuse. If he is good enough he will start. If he's not starting, it's on him, not on Lucho or Pique. Munir starting, and Rafinha over XAVI are proof of that.

I've said it before, Lucho might value experience in defense more than he values it in other positions. After all, both of the CBs we bought this window were experienced ones. Just because he trusts young midfielders and forwards doesn't mean he has as much trust in young CBs. I'm still trusting his judgment on Bartra for now though.
