Koke doesn't have to be at the level of a prime Xavi (GOAT midfielder) to be a world class playmaker. He does embody the same philosophy of pass and move but he simply can't play the refined level of technical football at an intense, vertical team like Atletico that Xavi did at Barca. He does dictate games for Atletico on a regular basis but since they don't harbor the same control of a game the way Barca did, he can't be performing the true Xavi role. He has the ability to control games but he can't change the way his team plays (even prime Xavi couldn't be so influential as to single-handedly turn Atletico into a tiki-taka team). To shine in games against the likes of Barcelona, Real Madrid, Chelsea, etc. and more or less secure a starting position at the NT at the age of 22 is no mean feat and shows that he is a special talent.
He has plenty of time to evolve and showcase his talents over the course of his career but it's pretty telling that he's among the top 3 central midfielders in the world at this age. The other two I can think of are Modric and Cesc at Chelsea.
Ofc Koke can improve further. My point wasnt specifically to Koke but to the Atletico team as a whole especially the bolded part. Unless they start to control games they wont be in the league of Madrid or Bayern or the Barca of old. Anyone who watches them regularly can see that they struggle when they have to take the initiative especially against weaker teams who sit back. They are one dimensional.
Maybe somehow if hell freezes over and Reus comes they can add that dimension. But maybe this is the only dimension in which they can thrive. Its tough to say whats their future especially when Simeone leaves.
