His current contract with Atlético runs until the summer of 2018 while his loan with Porto ends this summer.
His rumored buyout clause is as low as 25 million euros. We also likely have a first option on him as many local media have reported. If that is the case I really don't know what the hell the board is waiting for. Or maybe Braida is only interested in Serie A players? So far it seems to be the case.

As seen above there were rumors of Porto being willing to buy for more than 20 million euros already in February this year. That paper claims that he has no intention of leaving though.
Regardless of what he is likely to return to Atlético and become a central piece of their midfield along with Koke. If he performs well next year for Atlético we should go all in for him next summer and preferably talk him out of extending his contract. If that buyout clause is correct (all rumors) I would buy him tomorrow.
EDIT: While Kovacic is doing well in this came we should not forget that Inter are playing against Juve's B team and that Juve has nothing to play for other than pride. They have a Coppa Italia final against Napoli on Wednesday.
Torres was bossing the midfield against Bayern in the first leg of the CL quarterfinals that was won 3-1 by Porto.
