I think of it this way. If each house represents a team within a historic district, and the district representing the league. And if two homes collected all the money while the others deteriorate, then the historic district will no longer become an attraction because all the homes around it are falling apart, gardens dying, etc. It's good to share some of the earnings to keep the homes around our homes nice. It'll attract more visitors and add value to the league.

your premise lies on those two houses not upgrading themselves with that money. that in itself leads to a flawed argument.
