I think Barca will go the moral way in this conflict. There are new elections next year and IMO Blatter can't risk losing his reputation when he damages a club who set such standards.

Rosell about ter-Stegen: we got no intention to change our plans. Our lawyers told us that we can keep planning the next season and I'm sure that we'll be able to make transfers in the upcoming windows.

He is saying we are victims, we are being unfairly treated by FIFA, we wont change our methods because we have done nothing wrong, we are an exception to the rules and at the same time he is saying we will sign players for next season.

To be fair, I don't really think any comment fully explains what he said.
He said that when the club knew that the licenses of the players where withdrawn, they didn't continue to play but still trained with the team
And ADDITIONALLY that the club asked for the regulations to change so that in those cases, they WOULD be allowed to play.

Incompetence breeds incompetence. This Board lacks the savoir-faire, or the clout to overturn the decision. Their unscrupulous dealings and conduct have only brought shame, and lost them all respect, both on the national and international scene. I doubt the football fraternity takes them serious anymore. The club will continue to suffer its repercussions, until there is a major overhaul at the top.

For now, time to swallow this decision, as harsh as it is. We'll lose most likely all our transfer targets, and signings (minus Halil, the culé), and make do with our current squad plus youngster for next season.

Bad news for you, infact. Its 2 transfer windows, not 2 years. Unless you tie him down longterm, Barca will be gunning for his services come 2015, and THAT under a competent regime. Make no mistake about it. :xavi:

Apparently they are because these sort of problems should be dealt with proactively as they are completely predictable and the first rumours of an impending sanction, or at least a pending investigation, popped up months ago.
I hope that they do know that an appeal to the FIFA Appeal Committee (or CAS as the subsequent instance) leads to a suspensive effect of the sanction as a basic principle (with exceptions, as always), so the club can buy time. Plus the degree of penalty is certainly unduly, so I definitely see this reduced in the end.

Nevertheless, what really drives me insane though is seeing how other clubs in Europe handle this: You see parents of the players employed as gardeners or bus drivers by the buyer club; shady triangle agreements between clubs abroad with training facilities that only exist on paper, countries in the EU with 'flexible' visa and immigration policies and the buyer club; or exploiting the heterogeneous european contract law.
All the while Barca is seemingly unable to even make proper use of the legal exceptions Art. 19 RSTP provides.

It's evidence of incapacity of everyone involved with this.

I hope the ban gets suspended for some time so we will be able to bring Marc-Andre ter Stegen, Halilović and a centre-back and then do elections and fire all of those incompetent morons

I expected nonsense and stupidity, but this level still surprises me. Barca is run by people who probably can't tie their own shoes.

It can be hard from the outside to know if the problem is bad or non-existent legal advice, as opposed to management ignoring decent legal advice. The best legal advisors get management to listen when they really have to listen.

Negotiating the ban down to one winter transfer window would be a great outcome. Embarrassing and possibly somewhat harmful, as opposed to truly disastrous. If the team could just add a first-rate keeper and at least a serviceable CB, and be able to bring back Rafina, that could be enough to survive even a full-year ban.
