According to high caliber of English journos (Rory Smith and Tony Barrett from The Times) Ter Stegen deal might be already done, so FIFA will let it through

If we can sign players in the summer then we're fine as long as we make the signings we need. If not, we bring back Deulofeu, Rafinha, and promote someone.

Don't we have to win the appeal before we could sign anyone?

No. If we appeal, the ban is automatically delayed until a decision is made. Means we can, should and will spend until then.

And I'm quite confident our appeal would be accepted; we're obviously not the only offender and the ridiculously small fee suggests that the whole sanction is nonsensical.

Yes. Basically we'll be allocating the transfer budget from 2015 (45 mil) into 2014 (45 mil), which wont affect us that much. I'm fine with buying players for 80 mil this summer and not buying for a year. We have needs that will be addressed, and while the price may go up because other clubs know our situation we'll still be able to buy a GK and CB.

CAN YOU GUARANTEE THIS? If we dont get a centre back and a goalkeeper next seson is ruined already. We need to buy HUGE this summer.

This is guaranteed. The ban can't be enforced during the appeal process. And this case is not solved over night. We'll have plenty of time to sign what we need.

When the appeal is made although people think making deals should be a priority, many clubs will overprice their players and hold Barca to ransom as clubs know Braca will be desperate for players.
