Saul plays at Atletico. Even if he does come here there may be issues with him adapting.
Look at Arda. He looks lost and confused.

Verratti and pogba would be the biggest transferwindow cost of all time XD, and verratti is, as much as we can dream, not available.
Gundogan, who is just as good, wouldnt cost 1/5 of that, and would suit what we need more since Pogba, although good, is another AM, which we dont need.
Mustafi and Bellerin are more likely, Mustafi wouldnt cost to much, and Bellerin is a Barcelona player.
