What about him says that he's not acting like an "adult?" What are your expectations of how an "adult" should act? Because right now all you have to go off of is:

1) He's active on social media
2) He goes to parties.

If that makes you think that he's not acting like an adult, then I don't know what to say. A lot of people in their 20s do these things.

Keep hearing this about Neymar that he is some kind of party animal without any real basis.

The only thing I can remember is one incident at Santos years ago when he was out partying before a game or something. But not heard anything like that at Barca and I am 99% sure he doesn't even drink.

If Neymar is in playing poker with his friends it is a good thing. There are far, far more detrimental things he could be doing.
