Firstly, Laporta needs to clear the likes of Braithwaite, Matheus, Pjanić and Umtiti. Nobody even wants to leave. Not even good enough for copa. Let alone Liga.
Secondly, he needs to find some buyers for Coutinho and Bob. No matter the fee. Just unload those 2.
Third stage is to sell Neto for a decent fee.
The fourth stage is to sit down with Dembele and discuss contract. If he doesn't take a pay cut, put him on the market. (We don't know what will happen with Ansu after the injury... So, if he renews, keep him).
Fifth stage is to sit down Pique, Busquets and Alba. If they don't take a pay cut and don't want to lose role of undisputed starters, put them on the market.
That's how I would approach the selling part of summer window.

The likes of Pique and Busquets should be binned not just on reduced roles.
A new coach needs to come in with complete freedom and control of the dressing room and not have old players that have too much ego and influence.
No top coach will ever touch the Barca job when they are signing old players to keep Messi happy and still have mouth pieces like Pique at the club and player like Busquets who most likely still believe top level. Benching those players and dealing with fall out is more hassle than worth.
Barca wont return to being a top club until all the old players are gone and their is a blank canvas for a top coach to put ideas onto the team.

Give him a break. He has no money to use. How can you build team without any penny?? Laportas most important job is to save Barcelona from bankruptcy while keeping the team somewhat competitive so we survive next few years.. That's it! It will take few seasons to recover financially.

Laporta must be pretty confident to offload some of the lazy asses if media reports are to believed and Aguero, Wijnaldum, Garcia pretty much done deals. Depay pending Koeman's future. Emerson seems to join the club too. 4 of them are free, but their wages must be afforded too which is impossible without getting rid off some heavy earners.
