City are going to try to improve their defence for the umpteenth time too so I don't think it's ruled out their fortunes in the CL could change. Pep might also stop overthinking and picking a new tactical setup every year if Messi is there.

Pep has spent ?315 million on the defence up until this point and it's at its weakest for at least 5 years. You could argue that throwing more money at it doesn't guarantee the right signings are gonna be made.

Winning the league with City wouldn't really be that big of achievement considering their only challenger is Liverpool (maybe Chelsea if the new signings gel) + with the amount of money they spend.
