City paid 18M for de Jong (who should be rated much mcuh less than Özil) when he had his contract only running for half a year more.

That said, as soon as there is competition of several big clubs for a player, the transfer sum is decided in kind of an auction and caused by demand. Then the contract length doesnt matter anymore as, for example, Barca wouldnt be able to get Özil for free in 2011 if he already transferred to Chelsea in 2010. Thats why Barca would have to outbid Chelsea NOW.
