Most likely.
We need to offload quite a few players in the coming weeks to balance the books.
The most realistic scenario is, that he stays in Bilbao, we either don't get anyone or get someone on Loan and cheap. The Nike deal renewal or whatever, happens this season, if it's done before the Jan window, we can try getting him then, or next summer's transfer window for sure.

It is bizarre that they can spend 30m on salaries last summer.

Sign Roque for 30m+ in winter.

Sign Olmo in the summer for 50-60m.

Yet still have no DM and no pace up top after 3 years of never addressing it,

They are lucky they inherited what did in team and La Masia or would be an outright shambles.

I don't think Barca had any other option. Nicos clause is very attractive. Who are the other options? Leao? That's 120mil at least and I am not sure he has the technique for Barca's passing game. He needs more space.

Doue(the best of the bunch but PSG allegedly took him), Kudus (a more agresive Nico), Eze
Then you have the options for the future Gabriel Mec ( Chelsea is close to take him) and probably the more cheap option Ryan Roberto.

And then you have the option to take other profiles but anyway.

I'm of similar sentiment however there is a pecularity to how this has played out so far with PSG offer being officially rejected suggesting Barca's approach has yet to actually take place (likely financial, whether it is full fee with taxes or FFP)

Logically it is over, yet there is an aspect to this that seems not quite finished considering window is open until 30th and frankly the club needs to consummate this else the season will simply be a version of the last one
