At this point, it's not a matter of who's the better keeper or who's in better form, or rotation. Barça has its best defensive start in decades, not yet conceding a goal in 6 La Liga games, and Bravo has been a part of that. He's going to be given Barça's La Liga keeper spot until his clean sheet run is broken; he's earned that.
Do you think Ter Stegen will get a chance even if Bravo concedes? Bravo or Ter Stegen or even Pinto wouldn't concede many with this defence and how the team is structured right now and neither would it be fair if Bravo is alltogether dropped after conceding one goal.
It's either 1. You give both keepers a chance if you don't have a fixed starter and whoever impress gets the spot or 2. You have a fixed starter already.
At the moment it looks more like Bravo is Luis Enrique's starter for La Liga and the player's previous comments do suggest so as well and whether it's the same in the Champions League is yet to be seen.
I won't mind if Bravo actually is a starter in both competitions as long as Ter Stegen is loaned out somewhere like Chelsea did with Courtois. No point of him staying on the bench, that won't help him "settle or adapt" at the club and neither would it be confidence boosting either.
