Have you played Football or Championship Manager? If so have you ever completed the signing of a player outside of the transfer window, meaning that he never moved to your club until the transfer window re-opened? That's what has happened with Ter Stegen. We've signed him, but he can't move to us until the window re-opens, similar to Lewa and Bayern. Since the deal was completed before this ban was imposed, it won't be affected.

Pretty much.
He had been rumored to be on Milans list as well and Abbiati won't play forever. Also, Juve was said to be interested and Buffon will only play one more season, while Arsenal was interested as well.
If Barca does not sign him this summer I doubt he'll end up with Blaugrana in the short term future, as he'll transfer somewhere else.

It's quite likely that it'll be delayed. We should at the very least be able to sign MATS, since the deal's already done.

He will certainly join this summer. An appeal takes time, especially if it goes in front of CAS, and they can't force us not to sign any players this summer so long as there's chance that the decision will be overturned. People seem to think that everything is in FIFA's hands but it's not, fortunately.
