Is it? City spent about twice as much as Liverpool. They have the squad to go 38 games and not be worried about injuries, fatigue or anything. City has 50m back up players, and Liverpool are one Van Dijk injury away from possibly bottling top 4 (literally what happened last season)

They broke world record for a GK and a CB and have 200m+ on attacking players.

Liverpool do a vey good job of picking the right players that fit but have still spent to make it happen.
