I think he's best as a CM, and at CM no offense to Arda/Rakitic he can definitely compete to get a starting spot. Iniesta is the only clear starting cm.

I think he would be allowed to "sign" for them in that he could just pledge allegiance to and make a deal with them to actually sign when he could since they did want him.
